புதிய கல்வித் திட்ட வரைவில் மொழிகளைப் பற்றி மிகப் புதிதாக ஏதும் இல்லை. பழைய மும்மொழித் திட்டத்தையே அது பேசுகிறது. மும்மொழித் திட்டம் இன்றுவரை பல மாநிலங்களில் ஏட்டளவிலேயே இருக்கிறது. வடமாநிலங்களில் கிட்டத்தட்ட ஒரு மொழித் திட்டம்தான். சர்வதேச எண்களைக் கூட அவர்கள் மதிப்பதில்லை. மத்திய அரசின் கல்வித்த்திட்டம் என்றைக்கு நடைமுறைப்படுத்தப் படாது என்பது உறுதி. இது எல்லோருக்கும் தெரியும். திராவிடச் சண்டியர்களுக்கும் தெரியும். தெரிந்த பிறகும் திராவிட இயக்கங்களும் உதிரி இயக்கங்களும் ஏன் இப்போது அலறுகின்றன?
காரணம் வேறு.
இவர்கள் பொயச்சாக்கடையில் பிறந்து வளர்ந்தவர்கள். ஏதாவது ஒரு பிரச்சினையைக் கிளப்பி தமிழன் வஞ்சிக்கப்படுகிறான் என்று சொல்லவிட்டால் இவர்கள் பிழைப்பு நடக்காது. வரைவுக் கல்வித் திட்டம் மொழியைப் பற்றி மட்டும் அல்ல. அது கல்வியின் எல்லாப் பரிமாணங்களையும் பேசுகிறது. இவர்களுக்கு அவை கண்ணுக்குத் தெரியா. இல்லாத ஒன்றை கையில் எடுத்துக் கொண்டு கூச்சல் போடுவதை இவர்கள் பெரியார் காலத்திலிருந்து செய்து கொண்டிருக்கிறார்கள். இன்றும் செய்கிறார்கள்.
ஏன் செய்கிறார்கள்?
பிரச்சினைகள் பல இருக்கின்றன. இந்தியா முழுவதும் விவசாயிகளின் பிரச்சினைகளுக்குத் தீர்வு காணப்படவில்லை. பொருளாதாரம் அதளபாதாளத்திற்குள் சென்று கொண்டிருக்கிறது. வேலையில்லாதவர்களின் எண்ணிக்கைப் பெருகிக் கொண்டே போகிறது. புல்வாமா ஏன் நடந்தது என்பதற்கு எந்தப் பதிலும் இல்லை.
ஆனால் இவை இந்தியப் பிரச்சினைகள். திராவிடப் பிரச்சினைகள் மட்டும் அல்ல. இந்தியப் பிரச்சினைகளைப் பற்றி திராவிடத் திருடர்களுக்கு எந்தக் கவலையும் கிடையாது. கூட்டத்தோடு சேர்ந்து கோவிந்தா போடுவதுடன் சரி. ஆனால் இந்தி என்பது வேறு தளத்தில் இருக்கிறது. இந்தி என்றாலே வாயில் நுரை தள்ளி கைகால்கள் இழுத்துக் கொண்டு தெருவில் விழும் திராவிட முட்டாள்களை வளர்த்து விட்டே வளர்ந்த இயக்கத்திற்கு இந்தியை வைத்துப் பிழைக்க வேண்டிய கட்டாயம். இந்தியாவிலிருந்து தமிழகத்தை துண்டாட நினைப்பவர்களுக்கு திராவிடக் கும்பலோடு சேர்ந்து கூவ வேண்டிய கட்டாயம். காங்கிரஸ் கட்சிக்கு சேர்ந்து கூச்சல் போடாவிட்டால் கழட்டி விட்டு விடுவார்களோ என்ற பயத்தின் கட்டாயம். சிறிய கட்சிகளுக்கு தமிழர்களுக்கு எந்த நிலைப்பாடு பிடிக்கும் என்று அவர்கள் நினைக்கிறார்களோ அந்த நிலைப்பாட்டை எடுக்க வேண்டிய கட்டாயம். யாருக்கும் உண்மை சொல்ல வேண்டிய கட்டாயம் இல்லை.
இந்தி நுழைந்து விடுமா?
எந்த இந்திய அரசும் – மோதி அரசு கூட – இந்தியைக் கட்டாயமாக, வெளிப்படையாகத் திணிக்க முயலாது. மொழி என்பது திராவிடக் கட்சிகளுக்கு ஓர் அரசியல் ஆயுதம் என்பதை அறியாத முட்டாள்கள் அல்ல அவர்கள். தமிழகத்தில் அவர்களுக்கும் இவர்களைப் போலவே பிழைப்பு நடத்த வேண்டிய கட்டாயம் இருக்கிறது. எனவே நாளைக்கே இந்தி நுழைய முடியாது. ஆனால் தமிழ் மக்கள் விரும்பினால் இந்தி தமிழகத்திற்கு வருவதை யாரும் தடுக்க முடியாது. அரசு உதவி இல்லாமலே இந்தியை மக்கள் பயில்கிறார்கள். நாளைக்கும் பயில்வார்கள். அவர்கள் எண்ணிக்கை அதிகம் ஆகுமே தவிர குறையாது. மக்களின் பொருளாதார மற்றும் கலாச்சாரத் தேவைகள் என்ன என்பதை அரசு தீர்மானிப்பது அயோக்கியத்தனம் என்பது மத்திய அளவில் உண்மையானால் மாநில அளவிலும் அது உண்மைதான். இந்துத்துவத்தை, இந்தியை மத்திய அரசு திணிக்கக் கூடாது என்ற கொள்கை எந்த அளவிற்குச் சரியோ அதே அளவிற்குச் சரி இந்தி படிக்கக் கூடாது என்ற கொள்கையை தமிழர் மீது திணிக்கக் கூடாது என்ற கொள்கை.
இந்தியைத் தமிழகத்தில் மட்டும் அல்ல, எங்கும் திணிக்கக்கூடாது என்ற கொள்கையை உடையவன் நான். இந்தியை அதிகச் சத்தமின்றி, மெல்லிதாக, மிகுந்த கவனத்துடன் திணிக்கும் முயற்சிகளும் நடந்தன, பின்னாலும் நடக்கும் என்பதையும் நான் அறிவேன். அவை நடக்கும் போதெல்லாம் எதிர்க்க வேண்டும். ஆனால் புதிய மொழித்திட்டத்தின் வரைவு அத்தகைய முயற்சிகளில் ஒன்று அல்ல.
இவர்கள் புலி வருகிறது, புலி வருகிறது என்று சொல்லிக் கொண்டிருக்கட்டும். வரப் போவது புலி அல்ல, இவர்கள் காட்டும் படம் போலியானது என்று தமிழர்கள் நினைத்தால் அவர்கள் இந்தியை இருகரம் நீட்டி வரவேற்பார்கள்.

Sir, the article disappointed me. I would have expected an analysis of the draft and its implications than just a political diatribe. Request you to look at the scope of the policy draft, the members respresented (are the adequately representative) and then implications. It can help one to get an overall view

This is meant to be a diatribe. Will write about the new policy in detail. Especially their recommendations on higher education and financing education.

You’ve not said what the draft contents are. Merely talking on 3 language alone will not help. You know very well there are other aspects in the draft which impact not just the center, but every state including TN. Please write your honest analysis on the other aspects of the Education Policy draft (other than language).

I have no doubt that Hindi or any other language cannot be imposed on any people.It should be left to the students and parents to make the choice. As a policy, it would be in the interest of the entire population of India to have a 2 language formula–Mother Tongue(MT–no pun intended) and English with an option to chose any other Indian or Foreign language as the third language.The Draft NEP has in fact has effectively undermined the role of English.It lets off the State’s responsibility to teach good English to all the school going children ,while allowing the 15% of the ‘elitist’ population to enjoy the privileges of education through English medium.The Draft does not even touch upon the present limitations of MT medium at all levels when we don’t have good text books and learning resources. I wish the Drafting Committee released the translated versions of their document in all the 22 Indian languages listed in the 8th Schedule as proof of their seriousness about MT medium and love for Indian languages–classical and modern.
The bottom line line ,we do not have a scientific, genuine language policy , except flaunting our sentimental and melodramatic theatrics for shortsighted political ends.
Draft NEP deserves a wider and more serious debate in addition to language policy.

Dear Sir,
Three Language row: Dravidian parties had deprived several lakhs of Tamils to learn Hindi in schools since 1960s and i was one such victim!
Outside Tamilnadu almost all other Indians speak Hindi, whereas we were denied that opportunity under the guise of Hindi Imposition;
So far nobody has defined what is exactly “Imposition”!
When i was a school boy, attendance in Hindi exam is enough!
Hindi marks would not be taken into account for the SSLC marks grand total!
So where is the question of imposition?
If you read those days Dinathanthi newspapers from the archives, you will find Tamil police personnel were tied and torched to death for doing their duty of controlling law and order during those days of mayhem!
In Gulf countries, Nepalese, Pakistanis, Afghans, all other Indians, even Srilankan Tamils speak fluent Hindi whereas people of my generation couldn’t!
Only when Tamils learn Hindi in Government schools, will Tamilnadu prosper by getting employment opportunities all over India!
How many of our M.Ps in Parliament can participate in a debate today?
The Tamil population figuring in central government jobs has come down drastically since few decades!
Hindi is a must for our children to conquer India!
